Türkiye, 31 Mart 2024 tarihinde yapılması beklenen Mahalli İdareler Genel Seçimleri ile yerel yönetimleri belirleyecek. Belediye başkanı, büyükşehir belediye başkanı, belediye meclisi üyesi, il genel meclisi üyesi, muhtar ve muhtar azalarını seçmek için sandığa gideceğiz.
2019 yerel seçimlerine ilişkin Yüksek Seçim Kurulu verilerine göre 18-29 yaşlarındaki seçmenler toplam seçmenin %24,21’ini oluşturuyor. Aynı yaş grubundaki genç adaylar ise tüm adaylara oranla yalnızca %14,45’lik bir dilimi temsil ediyor. Genç adayların %6,9’u seçiliyor ve genç seçilmişler tüm seçilmişlerin sadece %5,08’ini oluşturuyor. Bu veriler, yerel yönetimde söz hakkı istediğimizi fakat o sözün verilmediğini bir kez daha ortaya koyuyor. Sandıktan bir elin beş parmağı kadar genç çıkıyor.
Her zaman duyduğumuz fakat hiçbir zaman kabul etmeyeceğimiz söylemler bugün bizlerin temsilinin önüne büyük engeller koyuyor. Yaş ve deneyim hiyerarşisi üzerinden kurulan gerçekliği olmayan yeterlilik hali sandığa giden seçmenin kararında büyük rol oynuyor. Gençler olarak toplumun belirlediği aşamaları geçmeden muhatap alınmıyor, uygulanmayan özel kota yalanları ile vitrinleri süslüyoruz. Var olma mücadelesi veren gençler olarak karşılaştığımız hak ihlalleri ve ayrımcılık, kadın, LGBTİ+, mülteci, Kürt, Roman, Alevi, engelli, işsiz ve sahip olduğumuz diğer birçok kimlikle birlikte daha da derinleşiyor. Genç işsizliği ve ne eğitimde ne istihdamda yer alan genç oranı artarken yarınları olduğumuzu hatırlatmayı ihmal etmeyen toplumun bugününde olamayarak göz ardı ediliyoruz. Yeniden hatırlatıyoruz: Bizler, yarınlarınız değil, bugünlerin ortağıyız.
Depremlerin ardından sarılmayan yaralar, dinmeyen acılar ve kurtarılamayan şehirlerle yerel seçimlere giriyoruz. Geride bıraktığımız Cumhurbaşkanlığı ve Milletvekili Genel Seçimlerinin sonrasında giderilmeyen umutsuzluk iklimini reddederek geleceğe dair umudu yeşertmenin ve yaşatmanın önüne engel koyanlara rağmen burada ve bir arada olma inadımızdan vazgeçmiyoruz. 57 üye örgütü ile GoFor olarak yerel seçim boyunca yürüteceğimiz “Kaç Genç Var?” kampanyamız ile genç temsiliyetini, gençlik haklarını ve gençlerin taleplerini konuşacağız. Karar alıcılardan, siyasi partilerden, sivil toplum örgütlerinden ve adaylardan gençlik örgütlerinin ve gençlerin karar alıcı mekanizmalara anlamlı katılımını sağlamalarını, genç aday sayısını arttırmalarını, alan açmalarını, alanı genişletmelerini ve kendi sözlerine gençleri eklemelerini talep ediyoruz.
Bizler bugün ırk, etnik köken, cinsiyet kimliği, cinsel yönelim, inanç, hastalık, engellilik, eğitim seviyesi ve politik görüş gibi nedenlerle ayrıştırılmaya çalışılan, hakları gasp edilen, görmezden gelinenler olarak temel hak ve özgürlüklerimize sahip çıkmak için buradayız. Yaşadığınız ilin, ilçenin, sahiplendiğiniz mahallenin, yürüdüğünüz sokağın bir parçasıyız. Sahip olduğumuz farklı özelliklerle bir olmayı gösterecek, bugün haklarına erişemediği için yaşamlarından vazgeçen, vazgeçmek zorunda bırakılan gençleri her geçen gün daha da derinleşen yasımızla anarak birbirimize sımsıkı sarılacağız. Bizler, yıkımın değil inşanın bir parçası olacağız.
Olduğumuz yerden duyulduğumuz yere, sesimiz yankılanana dek “Kaç genç var?” diye soracağız: Gördüğünüz, duyduğunuz, bildiğiniz, oy verdiğiniz kaç genç var?
Count the Youth! | Local Elections 2024
As the forthcoming Local Government Elections loom, the peoples of Türkiye will determine the organisation and governance of their localities, as well as who will lead them. We are poised to cast our votes to elect mayors, members of city councils, and chiefs.
In the 2019 local elections, data from the Supreme Electoral Council revealed that voters aged between 18 and 29 constitute a substantial 24.21% of the total electorate. In contrast, young candidates within the same age range represent a mere 14.45% of all candidates. Even more concerning is that of this 14.45%, only 6.9% are successfully elected, constituting a mere 5.08% of the total number of those elected. This stark reality underscores our urgent call for youth representation in local government, a demand that is systematically being denied. The youth representation coming out of the ballot box is so negligible that it could be counted on the fingers of one hand!
Presently, prevailing discourses, which we vehemently reject, pose a significant threat to our representation. The discourse that constructs competency based on a hierarchy of age and experience plays a pivotal role in influencing voters’ decisions. As youth, we find ourselves lacking respect and recognition unless we conform to socially constructed stages of ‘maturity’. Politicians only consider us crucial during elections, viewing us merely as a potential source of votes. Hence, they initiate tokenistic youth-washing policies and promises, such as the so-called youth quotas. Such policies are meaningless in the face of the rights violations and discrimination we face as young people, which are exacerbated by our intersectional identities, such as women, LGBTI+s, refugees, Kurds, Romans, Alevis, disabled, unemployed, and more. Despite rising youth unemployment and the NEET rate, society and politicians continue to overlook us, reminding us that we are the future. Let us remind them: We are equal partners of today, not just your tomorrow!
In the aftermath of tragic earthquakes, we approach the local elections with unhealed wounds, lingering pain, and cities still in ruins. Yet, we reject the prevailing sense of hopelessness and strive to be here, together, despite those who have been aiming to put obstacles against building and keeping hope for the future since the Presidential and Parliamentary General Elections. As GoFor, comprising 57 member youth organizations, we launch the campaign, entitled “Count the Youth!” during the local elections. Through this campaign, we aim to address youth representation, rights, and demands. We call on decision-makers, political parties, candidates, and non-governmental organizations to ensure meaningful participation of youth and youth organizations in local decision-making mechanisms, increase the number of young candidates, create and expand space for youth, and incorporate youth perspectives into their discourses.
Today, we stand here to defend our fundamental rights and freedoms, having endured discrimination and the usurpation of our rights based on race, ethnicity, gender, sexual orientation, beliefs, diseases, disabilities, education level, and political leanings. We are integral parts of the city you live in, the neighbourhood you inherit and the street you walk on. We will demonstrate a great unity amid our great differences and stand together, honouring the memory of young lives lost due to the inability to access their rights and freedoms. We choose development over destruction.
From where we are to where our voices resonate, we will persistently chant with a single voice: Count the youth! How many young people do you truly see, hear, know, and vote for?
